In this case, you will need to move 24 more cards in order to reveal every single card, which means that you have 24 more cards to be placed and shifted into the Foundation. The sum of every move equals to 76; 28+24x2=76.
On the other hand, when you play 3-deal, every family of 3s must be arranged backward according to their order of moves. However, a seemingly pack of cards may still be there where you can shift cards one after the other, adding up to the foundations. Therefore, a move will reveal 3 cards, and all you have to do is to take cards from the pack in 8 separate times, then add all the cards one by one into the Foundation for a summed of a number of 60, i.e. -28+8+24=60.
